Rules and Regulations

  1. All games will be conducted in accordance with PCAHA, BC Hockey, and Hockey Canada rules and regulations.
  2. Teams will be allowed five (5) team officials and up to nineteen (19) players in the designated bench area during the game. All teams must have a minimum of ten (10) players including the goalie. The minimum rule may be waived upon approval by the Tournament Director.
  3. The only players eligible to play in the tournament are those listed on the roster submitted by the team prior to commencement of the tournament. Any additions will require the approval of the Tournament Director.
  4. Timeouts – One 30-second timeout per team per game will be permitted.
  5. Final team standings in the round robin will be determined as follows:
    2 points for a win
    1 point for a tie
    0 points for a loss
  6. If a game is not played due to an “Act of God”, it will be considered a 1 - 1 tie.
  7. For games that are not completed due to injuries, power outages or other circumstances, it will be deemed complete with the Final Score being the score at the time of the interruption. Although every effort will be made to obtain additional time.
  8. Round Robin Tie-Breaker Criteria:
    If two or more teams are tied after round robin play, the following sequential tie-breaker procedure will be used to determine the standings:

    1. Head to Head – ranking based on record in the round robin game(s) involving the tied teams only.
    2. Goal Differential – ‘Goals For and Goals Against’ differential in games
      1. involving the tied teams only, then
      2. across ALL teams in their pool.
    3. Scoring Quotient – calculated by dividing a team’s ‘Goals For’ by the sum of its “Goals For plus Goals Against’
      (i.e. GF = 15, GA = 7, Scoring Quotient = 15/22 = 0.681)

      1. involving the tied teams only, then
      2. across ALL teams in their pool.
    4. Least penalty minutes across all round robin games in the pool.
    5. Coin toss

      Notes:
      (1)   If three or more teams are tied, the first-place team is determined through the process detailed above.  The process for the second place ranking then commences again at (i)
      (2)  Maximum goal differential for a given game is capped at 7 goals.

  9. Game Times – Games will have three 20-minute stop time periods with an ice clean after the 2nd period. If the goal differential is seven (7) or greater in the third period, the losing team has the option to request running time. If a goal is scored to bring the differential to less than 7, stop time will resume.
  10. Each team will be allowed a five-minute warm up period prior to each game and a 90-second break between periods, except when there is an ice clean. Teams need to be ready to play at least 5 minutes prior to their game time. Games may start early.
  11. Round Robin and Consolation Games – There will be no overtime periods or shootouts in the event of a tie.
  12. Semi-Final and Bronze Medal Games – In the event of a tie after regulation time, there will be a “3 on 3” five-minute sudden death stop time overtime with a 90-second rest between the 3rd and overtime periods. No timeout can be called during the overtime period. If the game is still tied after the five-minute overtime period, a shootout, as outlined in Rule 15, will decide the winner.
  13. Championship Games – In the event of a tie after regulation time, there will be a “4 on 4” 10-minute sudden death stop time overtime with a 90-second rest between the 3rd and overtime periods. No timeout can be called during the overtime period. If the game is still tied after the ten-minute overtime period, a shootout, as outlined in Rule 15, will decide the winner.
  14. Designation of Home Teams for Championship, Bronze Medal and Consolation Games
    The HOME team for the Championship, Bronze Medal and Consolation games is determined as follows:

    1. Highest pool ranking after the round robin play
    2. Most points after round robin play
    3. Best differential of ‘Goals For and Goals Against’ in ALL games played to date
    4. Best 'Scoring Quotient' across ALL games played to date, as per Rule 8
    5. Least Penalty Minutes across ALL games played to date
    6. Coin toss.
  15. Shootout – In the event that overtime does not result in a winner (Championship, Bronze Medal and Semi-Final games) a shootout will take place to decide the outcome of the game.
    • Six (6) different players will be named at the end of the third period and the list submitted to the scorekeeper. Each player for both teams will alternately shoot with the HOME team deciding who shoots first. The team with the most goals after the first three (3) shooters on each team will be declared the winner. If the score is still tied, the next three (3) players on each team will alternately prepare to shoot. The winner will be declared by sudden death providing both teams have had an equal number of shots.
    • If the outcome has not been decided after the first six (6) players, different players on the roster will shoot until there is an outcome. No player can shoot a second time until all other players on the roster have taken a shot (excluding goalies).
  16. At the conclusion of each game and after the handshake, each team will line up on their respective blue lines for award presentations. Helmets cannot be removed by the players.
  17. If for any reason beyond our control games are not played, there will be no refunds.
  18. CHA approved face masks, helmets, and BNQ approved throat protectors are mandatory for all Canadian teams. All players including back-up goaltenders must wear full equipment in warm-up periods preceding each game and while on the bench. All USA teams must conform to the USA Hockey equipment rules.
  19. All Major or Match penalties as well as game misconducts will be adhered to as per PCAHA, BC Hockey, and Hockey Canada rules and regulations.
  20. Any player assessed a “Match Penalty” (intent to injure), “Gross Misconduct Penalty” (including obscene gestures), or a “Fighting Major” will be DISQUALIFIED FOR THE REMAINDER OF THE TOURNAMENT.
  21. Any player assessed a “Major Penalty” will be suspended for a minimum of one (1) tournament game. Upon review, the Referee-in-Chief will consult with the officials calling the game and may assess further suspensions, up to DISQUALIFICATION FROM THE TOURNAMENT. The purpose of this rule is to maintain the safety of all players participating in the tournament.
  22. Any player assessed a “Game Misconduct” in the last 10 minutes of the game will be suspended for the NEXT game (minimum).
  23. Any coach assessed a “Game Misconduct” will automatically be suspended for the next game (minimum).
  24. Every effort will be made to provide Scorekeepers and Timekeepers for all games. If this is not possible, the VISITING team may be asked to provide a knowledgeable scorekeeper for their game. Similarly, HOME teams may be asked to provide a timekeeper.
  25. VISITORS wear dark jerseys. Where there is colour conflict, the HOME team will change colours.
  26. Dressing rooms will be assigned. Teams are responsible for the security of their dressing rooms and a padlock should be brought to secure the door. Teams are expected to leave their assigned dressing room in a clean and safe condition.
  27. Protests
    • Must be submitted in writing, presented to the Tournament Desk within 60 minutes after the end of the game, and accompanied by a $50 non-refundable deposit.
    • A ruling will be made by the Tournament Appeal Committee as soon as reasonably possible and their decision is FINAL.
