Ravens is governed by the rules as outlined by the Pacific Coast Amateur Hockey Association (PCAHA) and B.C. Hockey. Our Association is committed to ensuring that these rules are followed.
1. Philosophy
Ravens recognizes the importance of providing a supportive environment for our referees as well as our players. Our focus is to encourage our referees to be in a learning environment, free of abuse and open to ongoing input.
2 Training / Clinic
Ravens is planning to host a Referee Clinic in mid September. This clinic will be available for all new and former referees. Additional clinics will be offered a later date in the Lower Mainland. For times and registration information please refer to the BC Hockey website.
All on-ice officials MUST hold a valid Canadian Hockey Officiating Program (CHOP card issued by BC Hockey) to officiate any game within the PCAHA. You may refer to the PCAHA Constitution, Bylaws, Rules & Regulations" Handbook for further information. Your Team Manager has a copy.
Ravens has a progressive referee development and monitoring program for our Ravens member referees. This includes clinics, a mentoring program and a constructive feedback mechanism. Particular emphasis will be placed on first year referees.
· On-ice follow-up clinics will be undertaken at least once every two months and preferably on a monthly basis.
· An off-ice clinic to be held during mid season
· Ravens has a mentoring program for our younger referees. This will be undertaken by having select experienced referees "shadow" in the first half of the season. The "Shadows"will be assigned by the Referee-In-Chief.
Referees for all Bantam and Midget games are allocated by the PCAHA Referee Assigning Coordinator.
Peewee, Atom Novice and Tyke games are assigned by the Ravens Referee Assignor.
4. Referee Eligibility
Must be at least 12 years old in the ear that they receive their card.
Must hold a CHOP Card.
Can only referee tiers lower than their playing eligibility.
Focus is on developing female Officials.
Priority is given to activate Ravens Players.
Assigned referee will provide a minimum of 48 hours notice to the Referee Assigner in the event that the individual can not referee the assigned game (except under extenuating circumstances).
A Referees team activities (i.e. games, practices) takes priority over referee assignment.
We will avoid having referees officiate siblings or daughters.
Whenever possible new, less experienced referees will be paired with older more experienced officials.
A first-year referee can not referee a Peewee 1 game unless approved by the Referee-In-Chief.
Coaches are discouraged from interacting with the referees during a game.
6. Three-Referee System
The Bantam 1 and Midget 1 divisions will continue to have 3 referees. Having said that, PCAHA allocates referees for all Midget & Bantam games and based on past experience obtaining three referees will be on a request basis.
Novice, Atom, Peewee: 2 Refs
Bantam 2, Midget 2/3: 2 Refs (allocated by PCAHA)
Bantam 1, Midget 1 : 3 Refs (allocated by PCAHA)
Juvenile: 2 Refs (allocated by PCAHA )
7. Referee Fees
Referee fees are determined by PCAHA. Rates are based on the division officiated and are outlined in Section I of the PCAHA Rule book. The HOME team is responsible for paying the referees after each game.
Referee and linesman expense allowances (Fees) are dictated by PCAHA. These rates are consistently applied amongst all minor hockey teams within the Lower Mainland.
Ravens Shadows will be provided an expense allowance of $38 per game.
The Treasurer will reimburse all teams for all Home Tiering, League and Playoff games plus any expenses for a "shadow". Referees for exhibition games are the responsibility of the team, except for exhibition games that are integral to the tryout process.

8. Referee Code of Conduct
To facilitate the development of female ice hockey, Ravens adheres to the following Code of Conduct for Referees:
Do not be a NO SHOW. Arrive ready on the rink 10 minutes before the game.
Check the rink for safety hazards prior to players being allowed on the ice.
Treat players with respect
9. No Shows
The Referee Allocator will take into consideration the Referee's reliability when assigning future games. If the referees do not show up, please contact the Ravens Referee Allocator.
If both teams concur, and there are no referees available, parents may be used to officiate a game as a last resort. It may be prudent for a parent(s) to routinely have skates readily available just in case. In the past some teams have had to utilize parents to referee games once or twice during the season.
